NORTH ATTLEBORO - The owners of 21 East Street apartments appeared before the planning board again Thursday night to review and sign a memorandum of agreement.
The board decided to hold off on a formal vote, but residents of nearby Holbrook Avenue spoke in opposition to any agreement until flooding issues are resolved.
