NORTH ATTLEBORO - The new apartment complex at 21 East Street was on the agenda when the planning board met in the lower level conference room at town hall Thursday night.
Residents from nearby Holbrook Street were out in force, as were tenants waiting to move into the complex.
The town has not issued the owners of 21 East an occupancy permit due to issues with water, specifically ground water, flooding at least one basement on Holbrook.
